National Aerospace Solutions (NAS), LLC is the team selected by the U.S. Air Force (USAF) to conduct Test and Operations Sustainment activities at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, in Tullahoma, Tennessee. NAS currently has an exciting opportunity available for a Finance Manager to join our team at Arnold Air Force Base in Tennessee.
 
Job Summary:

The NAS Manager of Finance works under the general direction of the Business Services Director and has the primary responsibility for management of the NAS Finance Department.  The Finance Manager is responsible and accountable for all contract budgets, costs, and accounting functions as required to ensure full contract compliance and corporate accountability.
 
As the designated owner of these programs or processes, specific responsibilities include, but are not limited to, the overall coordination, oversight, and implementation of each program; management of the annual budget; updates to NAS Senior and Functional Management, as appropriate; responsible for ensuring NAS Finance activities are in compliance with government standards, is the point of contact for local DCAA auditors.
 
Job Duties:
 
The successful candidate will provide leadership and guidance to a team of professionals who:
  • Maintain varied accounting and/or financial records, establishing or revising controls and processing transactions as directed.
  • Prepare, review, interpret, and analyze all types of accounts and records of financial transactions. Present and support findings and recommendations. Develop non‑standard reports and statements (e.g., those containing forecasts reflecting the interrelations of more than one field of information).
  • Interpret and point out trends or deviations from standards.
  • Predict effects of changes in operating programs.
  • Lead Supervisors and team in Controller system review, design, implementation support, and procedure development
  • Analyze accounting or financial data and problems. Prepare routine working papers, schedules, exhibits, and summaries indicating extent of examination.  Present and support finding and recommendations.
  • Monitor system and provide guidance regarding the following:
    • Disbursement
    • Timekeeping for manual and non‑manual employees
    • Preparation and payment of payrolls
    • Payroll taxes and insurance reports
    • Processing and payment of invoices for subcontracts, purchases of materials, and services.
    • Processing and payment of employee travel reimbursement
    • Monitors the status of employees’ receivables and reviews these with employees and management as necessary.
    • Reconciliation of all related general ledger accounts
    • Maintain a compliant and integrated payroll system that meets company, state, and federal requirements at each NAS location.
    • Trial balance and financial statements
  •  General Ledger
    • Client biweekly invoicing of payrolls, subcontracts, materials and services
    • Responds to client inquiries and audits relative to costs and billings. Refers matters requiring contractual and policy matters to responsible Finance Manager.
    • Processing and payment of purchasing card
    • Cash management, forecasting and reporting
    • Receivable collections
    • Trial balance and financial statements
    • Preparation of Disclosure Statements and administer the indirect cost rate model.
    • Reconciliation of all related general ledger accounts
    • Maintain a complaint and integrated financial system that meets company and federal requirements.
  • Predict effects of changes in operating programs.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.
  
Basic Qualifications:
  • Bachelor’s degree in Accounting, Finance, or other related discipline and 15 years of progressive and relevant experience or any equivalent combination of relevant education and progressive and relevant experience.
  • Current U. S. Citizenship required
 
Preferred Qualifications:
  • Advanced knowledge of and successfully demonstrated experience related to:
    • Professional accounting and/or financial concepts and principles.
    • General business practices.
    • Controller organizational structure, policies and procedures.
    • Accounting functions such as payroll, payables, receivables, billing and financial accounting.
    • Leadership activities such as distribution and control of work, training and development of personnel.
    • U.S. government, Federal Acquisition Regulations and Cost Accounting Standards.
  • Skill in analyzing and problem solving techniques as applied to accounting.
  • Excellent skills in working with and communicating effectively orally and in writing with internal and external personnel.
  • Very proficient in computer applications and common software products.  Able to develop complex spreadsheets with complex formulas, macros and ad hoc report writing.
  • Experience with SAP, Oracle Financials, and PeopleSoft Financials is a plus
