National Aerospace Solutions (NAS), LLC is the team selected by the U.S. Air Force (USAF) to conduct Test and Operations Sustainment activities at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, in Tullahoma, Tennessee. NAS currently has an exciting opportunity available for a Project Field Superintendent to join our team in Tullahoma, TN.

Job Summary:
Assigned to the Construction Organization as the Project Field Superintendent (PFS) for the AEDC project, manages all direct hire craft and supervision performing work in all areas of the project.  The PFS, working closely with the superintendents, provides oversight for implementation of safety and work processes.  Ensures through the superintendents that the Craft resources, tools and technical expertise are available to achieve safety, quality, schedule and productivity goals.  Works closely with Safety, Health, Environmental (SHE), Field Engineering, Security, Subcontracts, Startup and the customer to ensure compliance with the contract and procedures. Fills in for Construction Manager when needed.

Job Duties:
  • Supervise all Superintendents and direct hire craft.
  • Supervise Subcontract Coordinators (SCs/STRs) coordinating subcontract activities.
  • Ensure that all direct hire work, including supporting work, is performed in accordance with the project work procedures and is performed safely. 
  • Implement the Environmental Management Plan and Safety and Health Management Plan.
  • Participate in SHE walk downs, confirm adherence to project procedural requirements and participate in quality inspections of SHE processes (e.g., Job Safety Analyses, FLHA, pre-start meeting, focused inspections, etc.).
  • Establish and ensure compliance with project procedures necessary to perform construction in accordance with project technical requirements.
  • Implement the project controls tools to assure that direct hire work performed is within budget and schedule. Set and meet cost and schedule targets.
  • Overall responsibility for craft safety, quality and productivity.
  • Forecast labor unit rates, field distributable, and construction equipment.
  • Develop quantity reports.
  • Administer project work rules. Ensure craft and supervision are available and trained in order to be able to safely perform job tasks.
  • Work with the Labor Relations Manager to ensure proper jurisdiction on craft assignments.
  • Monitor schedule, resource needs and budgets through weekly meetings. 
  • Maintain relationships with the customer.
  • Ensure housekeeping and cleanliness of the project.
  • Ensure adequate equipment and tooling is on site to perform all work tasks in an effective manner. 
  • Equipment maintenance.
  • Ensure adequate construction utilities and facilities are available to support work.
  • Ensure Superintendents are trained and qualified to perform their daily tasks. 
  • Generate Field Material Requisitions (FMRs) for consumables, tools and other non-permanent plant material and equipment.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualifications:
  • Bachelor’s degree in Engineering or related field from an accredited university plus 9 to 11 years of progressive and relevant work experience or any equivalent combination of relevant education and progressive and relevant experience.
  • Current U S Citizenship required.

Preferred Qualifications
  • Demonstrated leadership in a team-based environment.
  • Knowledge of the phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
  • Knowledge of project-specific environmental compliance requirements.  General awareness of environmental laws.
  • Thorough knowledge of a Zero Accident Philosophy or equivalent.
  • Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, The Project Safety Management Plan and Bechtel Core Processes or equivalent.
  • Working knowledge of current design codes and standards
  • Thorough knowledge of the content and implementation of Quality Policies on Construction Projects.
  • Thorough knowledge of the content and implementation of Labor Management Plans.
  • Direct hire execution experience projects of $300M or greater.
  • Prior U. S. Government construction experience as a Project Field Superintendent
  • 10 years of supervisory experience
  • Working knowledge of cost and schedule analysis
  • Knowledge of the basic tenants of ISO9000 and AS9100
  • Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, Advanced Work Packaging (AWP), and/or DEP.
  • Knowledge of local labor laws including a working knowledge of unionized labor.
