This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.
Job Duties:
Provide customer support regarding planning, estimating, execution and reporting of projects, specifically funding scenarios and out year planning exercises.
Responsible for coordination and support of control account managers in the development of project estimates, monitoring of project cost performance, funding availability and EVM related reporting.
Responsible for the supporting collection of the AEDC workload, and reporting of that workload on a monthly basis to both internal NAS customers and external Government customers.
Perform budget, financial and cost variance analysis on a weekly and monthly basis.
Monitors actual cost collection and processes corrections.
Maintains working relationship and works directly with Air Force counterpart in areas of performance management.
Preparation of monthly cost forecasts leveraging actual cost trends, staffing plans and schedule output, as required.
Supports annual workload proposal and subsequent proposal revisions.
Coordinate and communicate project and contract funding availability.
Provide customer support regarding planning, estimating, execution and reporting of projects.
Supports schedule development, maintenance, and monitoring activities, as required.
Support on demand business reporting requests as required by management.
Support the use of common work processes and procedures within assigned function across the TOS contract.
Develop and maintain process work instructions and procedure reviews, as required.

Perform other related duties as required.
Basic Qualifications:
BS/BA in Accounting/Finance/Information Systems/Engineering/Mathematics or other related degree and a minimum of 5 years progressive and relevant experience or any combination of relevant education and progressive and relevant experience.
Current U S Citizenship required.
Preferred Qualifications:
Experience in performing, monitoring, and reviewing cost functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
Working knowledge of Earned Value Management techniques as applied to LOE and Percent Complete projects.
Demonstrated ability to plan, organize, perform, review, and present financial and cost performance reports.
Demonstrated understanding and use of financial systems. Demonstrated proficiency in data management systems.
Prefer in-depth knowledge of AEDC financial and CMMS systems.
Must be highly proficient in the use of Microsoft Office applications, with especially advanced knowledge and skills in the use of Microsoft Excel.
Strong communication skills and confidence in reporting cost performance and financial position to management
Self-driven with the ability to work independently.
Proficient in utilization of VBA (Visual Basic for Applications).
Understanding of the AEDC CARA process and the annual Integrated Requirements List.
Proficiency with PeopleSoft Financial System with special emphasis on PeopleSoft Data Query.
