This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.
Job Duties:
Plans, directs, and leads the HR Recruiting and Staffing Team in developing, implementing, and evaluating HR recruiting, staffing, and retention strategies, policies, processes, and activities for NAS to include three geographic locations at AEDC in Tennessee, NFAC in California, and Tunnel 9 in Maryland. Supports continuous improvement, and the use of common work processes and procedures withing Human Resources.
This position reports directly to the NAS Manager of Human Resources.
Principle responsibilities include, but are not limited to:
Manages a staff of professional and non-exempt employees responsible for full cycle recruiting to include:
All levels of employees: senior management, supervisor, professional, non-exempt, and wage positions
Internal and external positions
NAS-co-op and intern programs
College recruiting
On-boarding including orientation, I-9, and E-Verify
Partnering with NAS hiring managers
Develops, implements, and maintains processes and procedures for sourcing passive and active talent using sourcing, social media, professional events, and other non-traditional techniques
Ensures a diverse pipeline for open positions: engaging and building relationships with diverse organizations and attending and recruiting at conferences, universities, and network groups
Partner with the NAS Management to effectively build a recruiting plan to attract top talent based on their forecasted headcount, turnover, and changing talent needs
Ensures Recruiting and Staffing policies and processes are compliant with applicable laws and regulations including but not limited to EEOC, OFCCP, DCAA, etc.
Interfaces with external organizations to include DCAA, DOL, EEOC, and OFCCP for audits and legal actions
Evaluates and develops system requirements for information systems related to the Recruiting and Staffing processes as well as assisting in the implementation of these systems
Responsible for development, implementation, and execution of New Hire Orientation programs
Manages assigned employees’ performance consistent with established policies, procedures, work processes, regulatory requirements, and Arnold AFB regulations including but not limited to setting goals, assigning work, conducting performance reviews, and recommending personnel actions
Develops and maintains metrics relative to the Recruiting and Staffing processes and other areas as assigned
Maintains contact with government agencies, community organizations, and customers to obtain and provide information pertinent to an equitable employee relations environment and to meet customer and contract requirements
Develops, interprets, and provides guidance on Human Resources policies, procedures, and work processes as they relate to Recruiting and Staffing
Develops strategies and plans, and investigates and recommends methods to improve Human Resources services, processes, and procedures
Partners with NAS management to ensure HR-related data is kept accurate and current
Prepares written communications and oral presentations including program and plan-related communications
Maintains confidentiality at all times
Keen attention to detail
It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy
Performs other duties as directed
Basic Qualifications:
Bachelor’s degree in Human Resources, Business Administration, Psychology, Education or other related field and 9 years of progressive and relevant experience or an equivalent combination of relevant education and progressive and relevant experience
Must be a U.S. Citizen
Preferred Qualifications:
Current security clearance and/or NACI
Knowledge of regulatory requirements, employment law, DOD regulations, and Human Resources administration
Excellent oral and written communication skills
Knowledge of laws and regulatory requirements related to areas of responsibility such privacy of data, government reporting requirements and human resources program design and administration
Ability to work within assigned teams with limited supervision, exercise independent judgement and decision making, take initiative to resolve issues, and support team success across the company
Ability to identify problem areas, investigate alternative options, and recommend and/or implement approaches related to areas of responsibility
Demonstrated proficiency in using basic software applications including Excel, Word, and PowerPoint
Ability to maintain confidentiality at all times
PHR, SHRM-CP, or equivalent certification
