This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee. National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.
AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.
Job Duties:
- Responsible for program/project management functional leadership for a portfolio of projects including some large and complex multidisciplinary projects including capital improvement projects.
- Represent the company to current and prospective clients, customers, and users, as directed.
- Review standard engineering methods and techniques to evaluate opportunities for facility capability upgrades.
- Provide guidance and reporting to track and control scopes of work, resource utilization, schedules, and work accomplishments; initiate corrective actions as required; maintain contact with the client, resolve contractual conflicts, or elevate conflicts to senior management to enact resolutions.
- Facilitates the collection of overarching portfolio and TOS contract requirements, objectives and customer expectations, and clearly communicates this information to project teams.
- May require project updates to the Branch Manager(s), Senior NAS management and local Air Force Director.
- May have other project managers or project management analysts reporting functionally.
- Responsible to deliver successful portfolio of projects safely, with all quality attributes, on time and within budget.
- Evaluate cost and performance measurement analysis against planned and estimated scope.
- Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
- Reviews and monitors Project Plans using cost, schedule, and performance objectives, resourcing, verification and validation and risk management.
- Ensures that Sr. Capital Project Managers and Project Managers are following and implementing procedures.
- Support common work processes and procedures within assigned function across the TOS contract.
- Require Earned Value Management System (EVMS) knowledge.
- Assist other project managers, principles, or officers in the management of extremely large, multidiscipline projects.
- It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Provides functional oversight of the Arnold AFB personnel with respect to monitoring projects and portfolios regardless of the functional management assignment. This could include test operations engineers, system engineers, or other management personnel that have direct responsibility to a project.
- Works with the line manager to ensure that the function is aware of issues and provides the support necessary.
- Functional Responsibilities:
- Maintain alignment with contract modifications and regulatory requirements, proposing changes as necessary.
- Support the planning, risk, cost, and schedule performance of major projects and tasks.
- Support development of project requirements and work instructions as needed.
- Oversight of major work planning estimates associated with NAS scope.
- Provide recommendations for personnel actions within the discipline function related to:
- Ratings
- Ranking
- Project staffing
- Staff positions with qualified personnel. If qualified candidates are not available, implement a targeted training program (as necessary) to develop qualified personnel.
- Screen applicants to determine if they have the requisite qualifications for the positions.
- Expectations are to establish regularly scheduled meetings by Branch are to review the programs and projects within that area to include cost, schedule, quality, scope and risks.
- Work Breakdown structure will either be for capital and investment projects or for test and maintenance projects, reporting to the Test Complex Modernization Director.
- Perform other related duties as required.
Basic Qualifications:
- Bachelor’s degree in an engineering discipline or relevant technical field from an accredited university and twelve (12) years progressive and relevant experience in an engineering or related technical field or eighteen (18) years of progressive and relevant experience in lieu of degree. Additional relevant education can be substituted for overall experience.
- A grade 38 in the position would require more direction from management and an assigned mentor.
- Current U S Citizenship required.
Preferred Qualifications
- A degree in an engineering discipline, construction management, business administration field from an accredited university.
- Knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
- Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion.
- Ability to anticipate change and to adjust promptly and effectively.
