This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee.  National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test.  Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Duties:
  • Form bid request packages; issues bid request packages to approved bidders; coordinate bidders’ questions and answers to those questions; receive bids; evaluate bids commercially; prepare commercial bid summary and recommendation letter. Recommend and secure approvals in accordance with established procedures; prepare subcontract documents for execution; prepare and maintain control and status reporting documents, subcontracts involving low to medium monetary expenditure or risk.
  • Administer subcontracts including but not limited to change management, invoicing, performance, interface with internal technical representative, and close-out.  Communicate with subcontractors to achieve required service and meet project needs.  Prepare and organize assigned subcontracts meetings.
  • Responsible for gathering and compiling data essential to the formation and administration of subcontracts.
  • Assist with implementation of subcontract formation and administration procedures and coordinate or monitor the completion of administrative tasks.
  • Monitor areas of subcontract performance as assigned.
  • Conduct investigations and inquiries into specific subcontract problems and may provide assistance in claims research.
  • Communicate with project functions (such as Engineering, Maintenance, Operations) to assist and/or guide them in the preparation of requisitions.
  • Prepare, maintain and monitor project bidder’s lists and pre-qualifications, ensuring input is received from all functions and other operational groups.
  • Direct negotiations in the commitment of subcontracts, following review and approval of the proposed negotiating plan by the designated supervisor.
  • Maintain working relationships within acquisitions and project discipline personnel in order to perform assigned duties.
  • Maintain working relations with those bidders and subcontractors involved with the performance of assigned tasks.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.
Basic Qualifications:
  • Bachelor’s degree from an accredited university in Business Management or related discipline, and a minimum of 5 years of progressive and relevant purchasing/subcontracts experience or any equivalent combination of education and progressive and relevant experience.
  • US Citizenship is required.
Preferred Qualifications:
  • Recent work requiring background clearance, NACI and/or work at AEDC
  • Knowledge of contract types (cost reimbursable, fixed priced, time & material / labor hour), terms and legal requirements.
  • Knowledge of law, negotiations, accounting or cost engineering gained through education or experience.
  • Skilled in working with, and communicating effectively with other project functional groups.
  • Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Solid understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
