This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee.  National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test.  Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.


The successful candidate will function as the Group Manager for the Operations and Maintenance of a Mission Execution Test area at Arnold Engineering Development Complex (AEDC).

The successful candidate will function as the Group Manager for the Operations and Maintenance of the Rockets Test area with the AeroPropulsion Branch at Arnold Engineering Development Complex (AEDC).

The successful candidate will be the Primary Point of Contact and interface with the area Air Force Capability Manager, Asset Owner, Leadership and provide management and leadership for the test operations personnel.

Specific duties may include but are not necessarily limited to the following duties for this area of the TOS contract: managing engineering and skilled craft workforce, meeting contract deliverables, managing and executing external projects funding the propulsion test and infrastructure efforts, including through-put improvements, interfacing with DoD leadership, and other duties described below.

Job Duties: 
  • Responsible for managing the test and sustainment mission requirements of the Test Operations and Sustainment (TOS) contract in the Rockets Test area. 
  • Coordinates and supervises the Reimbursable Budget Authority (RBA) test customer and Direct Budget Authority (DBA) maintenance/ sustainment funds and capital improvement activities.
  • Develops/Reviews RBA test estimates, project plans, and schedules for the TOS responsibilities of test efforts.
  • Ensures coordination, engagement, and leads team participation with the Capital Improvements Team and capital and other projects supporting capability and capacity improvements, development, and integration.
  • Review and approve asset documentation; risk assessment and hazard analyses, work instructions, and other technical documentation as required.
  • Forecasts engineering, skilled craft and support staff requirements and provides inputs to branch and functional management.
  • Develops technically agile talent by assigning tasks to the engineering staff and engaging in ongoing evaluation of performance.
  • Works closely with the Capital Improvements project team to ensure successful execution.
  • Performs technical and managerial review of asset documentation including Operations and Maintenance (O&M) hazard analyses and work instructions for facility assets.
  • Supports the use of common work processes and procedures to ensure Operations and Maintenance/ Sustainment and Asset Health Assurance (AHA) efforts are consistent with other areas across the TOS contract.
  • Supports long-term planning goals for facility sustainment and modernization. 
  • Conducts assessments of performance, including annual performance reviews, in accordance with approved NAS procedures and holds career development discussions.
  • Provides direction to supervisors and craft superintendents for tasks required to support area mission.

Basic Qualifications:
  • B.S. degree in Engineering or Physics from an accredited university plus a minimum of 7 years of progressive and relevant engineering experience. Additional relevant education can be substituted for experience.
  • Current United States Citizenship is required.

Preferred Qualifications:
  • Active Department of Defense Security Clearance (minimum Secret Clearance classification).
  • Prior experience/familiarity in ground test operations and maintenance processes or complex, dynamic industrial operations
  • Prior experience in rocket motor or rocket engine ground testing
  • Ability to work under schedule pressure and manage the team’s workload.
  • Ability and desire to mentor, develop, and lead diverse talent across disciplines and experience levels.
  • Ability to develop and maintain trusted relationships with reports, client, test customers, and management.
  • Knowledge and demonstrated practice of related safety and security measures and setting a good example for others.
  • Advanced certifications (PE, PMP, CMRP, etc.)
  • Strong verbal and written communication skills in English.
  • Experience leading continual improvement culture.
