This opportunity is being offered by National Aerospace Solutions, the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC), Arnold Air Force Base, Tennessee.  National Aerospace Solutions is a limited liability company comprised of Bechtel National Inc. (as lead company) and Sierra Lobo Inc. with teaming Subcontractors nLogic Inc. and Chugach Federal Solutions Inc. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization and an important national resource.

AEDC’s mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, ground, and flight test.  Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Summary:
The Startup Manager is responsible for planning and directing startup assignments on the NHTF projects. Technical responsibility for organizing, executing, and coordinating these assignments. Makes day-to-day decisions within assigned area or project and makes recommendations to construction or project management regarding policy procedure. Responsible for review of project designs and recommendation of changes to design so that the systems are testable, and the project is safe and operable. Receives day-to-day supervision from NAS Project Manager. Supervises and provides administrative and technical direction to the NAS startup organization. Maintains a strong working relationship with client, Engineering, Construction, and other organizations.

Job Duties:
  • Review the design, construction, procurement, and quality, programs to ensure alignment with Startup program requirements.
  • Directs the formulation of and recommends to departmental management policies, procedures, plans and programs.
  • Estimates Startup staffing requirements and leads development of Startup schedules.
  • Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  • Ensures incorporation of safety, health, and environmental compliance requirements into the Startup program.
  • Coordinates with client representatives on work as it is accomplished.
  • Reviews and approves key startup methods, procedures, and schedules on assigned project(s).
  • Keeps abreast of technological developments and trends in startup and operating services within area of responsibility.
  • Develop standard Startup deliverables such as schedules, waterfalls, skylines, dashboards, test procedure forecasts, and draft Startup Plan.
  • Perform employee reviews and identify training and development opportunities for subordinate personnel.
  • Perform other duties as required by NAS.
  • It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualifications:
  • Bachelor Degree from an accredited university in Engineering or related field and 10 to 12 years related experience in startup, construction, or similar; in lieu of a formal degree, 18 - 20 years of related experience to include Startup, construction, nuclear power facility experience, or similar.
  • Current U S Citizenship required.

Preferred Qualifications
  • Intermediate to Advanced knowledge of EPC construction programs, technologies, means and methods.
  • Previous Startup (Commissioning) experience including Engineer scheduling and performing system checkout and operation.
  • Demonstrated commitment to SHE programs implementation.
