Summary/General Description of Job:
Provide management and technical advice for engineering requirements pertaining to management, planning, and programming of facilities and facilities support for a combination of the following areas for Arnold Air Force Base, the Military Construction (MILCON), Non-Appropriated Fund (NAF), Medical (MED), and tenant funded projects including development of the Program Objective Memorandum (POM) and to lead in the development of base planning efforts and documents.  Represents the Air Force and the base at various local and regional planning committee meetings, conferences and workshops and presents the Base Comprehensive Plan to these agencies.  Processes and gains approval of all siting and land use change.

Essential Duties & Job Functions:

  • Assist AF in providing facility project planning and new construction, renovation, and improvement projects.
  • Proposes, analyzes, verifies, and prioritizes Arnold AFB requirements for assigned projects.
  • Retains broad programming responsibilities for projects and programs in the POM process as required.
  • Ensures compliance with latest AF programming regulations and instructions.
  • Meets with users, analyzes and verifies needs and proposes appropriate solutions that comply with the architectural style of Arnold AFB.Accurately quantifies these requirements in terms of all resources necessary to support these programs to include large facilities, infrastructure, funds, schedules, and manpower.
  • Researches applicable public laws and governing regulation to include, but not limited to AFI 32-1021, AFI 32-1022 and AFI 32-1032 to ensure correct funding avenues.
  • Supports AF in developing future program designs for facilities and infrastructure.
  • Accurately prepares cost estimates and schedules to support facility acquisition.
  • Maintains assigned construction programs so they contain only projects that have been properly approved and validated.
  • Prepares project lists for future planning and funding programs.
  • Coordinates projects with other organizations to confirm all considerations including design, cost, and operations have been addressed.
  • Prepares and organizes necessary programming documents.
  • Performs other duties as assigned.

Accountable For:

  • Develops, implements and maintains the Base Comprehensive Plan in conjunction with other CE functions to include existing and future land use plans, siting and future development alternatives, airfield operational constraints and opportunities, and landscape, transportation and utility system planning.
  • Coordinates and recommends approval of all facility siting and land use changes at Arnold AFB, ensuring compliance with the Base Comprehensive Plan.
  • Acts as the base point of contact for the enforcement of AFI 32-1026 actions involving airfield design criteria and identification of airfield obstructions.
  • Accurately prepares, reviews, and coordinates facility programming documentation and program Decision Packages (PDP) for review and submittal through Air Force, DOD, OMB, and inclusion in the President’s Budget (PB)
  • Conscientiously maintains project folders and project authorization documents before releasing them for design and construction.
  • Submits documents for assigned funding sources to ensure they comply with AFI 32-1021, AFI 32-1022, AFI 32-1032, AFM 86-2, and Military Handbook 1190.

Job Requirements (Education, Experience, Professional Associations):

Mandatory

  • BS/BA degree – planning preferred.
  • Two (2) years’ experience in planning, production control or programming military projects
  • Knowledge of building construction plans, drawings, and blueprints.
  • Understanding of construction and subcontractor relationships.
  • Knowledge of government contracts, correspondence, reports, and records.
  • Knowledge of program planning, budgeting cycles, financial control, budget systems, and management.
  • Knowledge in health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
  • Ability to plan, conduct, and record site/facility surveys and inspections.
  • Ability to plan and organize work and coordinate with other engineering disciplines and architects.
  • Ability to communicate effectively both orally and in writing and maintain good working relationships.
  • Intermediate skill in the use of MS Office:  Word, PowerPoint and Excel.
  • Secret Security Clearance, an interim clearance is acceptable during the Mobilization/Phase-in period.
  • Valid state Driver’s License with acceptable driving record pertinent to the position.
  • Ability to successfully pass any background checks and/or drug testing required on the contract.
  • U.S. Citizenship.

Preferred

  • Current Secret Security Clearance.
  • Knowledge and experience in the use of Automated Civil Engineer System (ACES)
  • Five (5) years’ experience in planning and program development for military SRM and construction projects.
  • Knowledge of the ADEC installation/command mission and organization.
