Grade: 37-38

National Aerospace Solutions (NAS), LLC is the team selected by the U.S. Air Force (USAF) to conduct Test and Operations Sustainment activities at the Arnold Engineering Development Complex, Arnold Air Force Base, in Tullahoma, Tennessee. NAS is committed to partnering with the Air Force and the workforce at Arnold Engineering Development Complex (AEDC) to drive the change necessary to ensure the long-term viability of the Complex while ensuring mission success: no impact to customers, no loss in data quality, and no reduction in productive test time – ultimately securing AEDC's long-term future and world-class superiority in aerospace and flight testing.

Job Duties:
  • Responsible for overseeing systems engineers and plant operations engineers for Flight Powered Wind Tunnel (PWT).
  • Supervisors the engineering activity (all disciplines) on a project or group of projects for NAS. Plans and directs engineering assignments on the project. Has technical responsibilities for interpreting, organizing, executing, and coordinating these assignments.
  • Directs and coordinates engineering activities for the project or assigned portion including supervision of engineers of all disciplines.
  • Performs and manages the work in accordance with relevant NAS and TOS procedures and AEDC standards and requirements including national consensus codes and federal requirements.
  • Prepares, approves or recommends approval of project procedures for engineering, as required.
  • Coordinates engineering effort with Project Manager, Procurement (NAS and/or AEDC PZ), Construction, System Engineers, branch management, Environmental Safety and Health (ES&H) and Project Controls when assigned.
  • When assigned, directs engineering activities in preparation of annual budget cycle, including estimates for engineering staffing, quantities, project narratives scope reviews, schedules and coordinating with other functional groups.
  • Manages employee performance and results; utilizes company systems and tools to document results in a timely and consistent manner. Holds career development discussions.
  • Reviews design documents, change orders, material requisitions and specifications for construction or procurement use.
  • Coordinates activities among the design groups on the project.
  • Initiates requests for specialized professional services.
  • Reviews engineering progress against approved schedules, evaluates changes and takes corrective action when required.
  • Makes recommendation to Engineering Management of key personnel for project assignments.
  • Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
  • Champions the creation work environment, supported by leadership on the project/program, which fosters openness, trust, communications, teamwork, empowerment, innovation, and satisfaction.
  • Additional responsibilities include oversight of craft supervisors.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.
Basic Qualifications:
  • B.S. degree in mechanical engineering from an accredited university and 9 to 11 years of progressive and relevant experience in an engineering organization.
  • Knowledge and experience in plant operations, maintenance and sustainment activities.
  • Knowledge and demonstrated practice of related safety measures and setting a good example for others with respect to safety.
  • Skilled at building and maintaining personnel relationships.
  • Skilled at written and oral communication.
  • Demonstrated ability to mentor less experienced technical staff.
Preferred Qualifications:
  • Extensive prior wind tunnel plant operations experience.
  • Some prior experience managing a test, capital improvement, maintenance, training, or overhead project, or at least a portion of a project budget.
  • Master’s degree in a technical or management field.
