NAS currently has an exciting opportunity available for an experienced Procurement Quality Specialist III/IV to join our team at Arnold Air Force Base in Tennessee.

Job Summary:
The successful candidate will be self-directed, a team player, proactive and solution focused. The Quality Specialist will assist with the development, implementation and maintenance of a compliant, efficient and effective Quality Management System (QMS) which includes supporting tools, procedures and processes. Maintain the integrity of the QMS through configuration control of enterprise documentation and maintenance of appropriate forms and records. Monitor the implementation and effectiveness of the quality program through audits, assessments, surveillance, metrics and inspections to enable the timely identification and mitigation of risks. Represent NAS during quality audits conducted by customer, management or other agencies. Interface with suppliers and subcontractors as necessary on quality related items to assure defect free products and compliant materials are delivered.  Successful candidate will be deployed to NAS Acquisitions and located at the NAS Warehouse and support quality related tasks and responsibilities in support of Acquisitions activity at multiple locations at AEDC as necessary.

Support the development and improvement of processes, procedures, methodologies and systems that support enterprise health reporting.  Administer a comprehensive closed loop corrective action program, including trending and predictive analytics, preventive action, extent evaluation, causal analysis, corrective action and improvement validation.

Work within assigned teams and independently, with limited supervision. Take initiative to resolve issues, formulate solutions and spearhead implementation. Exemplify behaviors consistent with a strong quality culture through demonstration of a focus on excellence, personal and shared accountability, attention to detail and customer satisfaction.  Supports the use of common work processes and procedures within assigned function across the Test and Operations Sustainment (TOS) contract.
 
Job Duties:
  • Reviews material requisitions including technical specifications with respect to quality requirements, working closely with Acquisitions and Engineering.
  • Review and approve service requisitions for quality requirements and subcontractor adherence to the statements of work across the AEDC TOS domain.
  • Manage and perform material receipt inspections and document results within the Computerized Maintenance Management System (CMMS).
  • Manage and process nonconforming material received from vendors/suppliers.
  • Maintain NAS Approved Manufacturers List (AML); and perform audits and inspections of vendor/supplier facilities.
  • Develop metrics for key processes that can be used to manage and improve performance.
  • Responsible for development and issuance of NAS Acquisitions Quality Vendor Report
  • Responsible for implementation and maintenance of Technical Receiving Inspection Reporting process.
  • Develop the skills and capabilities at both NAS Geographical Separated Units (GSU) (NFAC and Tunnel 9), necessary to perform Procurement Quality tasks in a standalone fashion.
  • Responsible for reviewing and approving Nonconforming Material dispositions
  • Lead and/or participate in independent audits, process surveillance, assessments, and inspections across the TOS work scope.
  • Administer and / or facilitate deployment of a comprehensive closed loop corrective action program, including trending and predictive analytics, preventive action, extent evaluation, causal analysis, corrective action, and improvement validation.
  • Maintain the integrity of the QMS through configuration control of documentation and maintenance of appropriate records.
  • Responsible for implementation of one or more aspects of the quality management program.
Basic Qualifications:
  • BS/BA degree with 5 years of progressive and relevant experience and equivalent combination of relevant education and progressive and relevant experience.   
  • Demonstrated knowledge and understanding of quality program requirements and the implementation thereof, as evidenced by continued proficiency in exercising assigned responsibilities. 
  • Knowledge and experience applying industry or regulatory standards pertinent to the AEDC TOS operating environment.
  • Skilled in working with and communicating effectively both orally and in writing with  supervisors of other functional groups, primarily Engineering, Maintenance, Operations, Project Management, Acquisitions and other services.
  • Skilled in communicating effectively both orally and in writing with senior managers and customer senior leadership.
  • Proficient and effective with computing software and information systems, SharePoint, Excel, PowerPoint and other to translate raw data to graphs, metrics, trend analysis, smart spreadsheets etc.
Preferred Qualifications:
  • Knowledge of / experience within Acquisitions, supply chain or procurement related function.
  • Quality professional certifications (ASQ or equivalent) related to Quality Systems, Quality Engineering, Auditing, or related. 
  • AS9100 or ISO 9001 Lead Auditor Certification.
  • Possesses an ANSI/ASME Level I certification indicating a capability to perform and document the results of inspections or tests that are required in accordance with documented procedures, accepted standards, and/or industry practices.
