National Aerospace Solutions (NAS), LLC is the team selected by the U.S. Air Force (USAF) to conduct Test and Operations Sustainment activities at the Arnold Engineering Development Complex, Arnold Air Force Base, in Tullahoma, Tennessee. NAS is committed to partnering with the Air Force and the workforce at Arnold Engineering Development Complex (AEDC) to drive the change necessary to ensure the long-term viability of the Complex while ensuring mission success: no impact to customers, no loss in data quality, and no reduction in productive test time – ultimately securing AEDC's long-term future and world-class superiority in aerospace and flight testing.

NAS is implementing a resource loaded integrated master schedule that includes the full scope of the contract.  The scope is divided into approximately 300 projects (work packages) that are managed by ~90 WPMs/CAMs. This position will serve as the champion for implementation of the schedule.  Implementation of an enterprise schedule is new at AEDC and is requiring significant investment to develop this skill set within management, WPMs, CAMs, and the customer.

Job Duties:
  • Responsible for training and mentoring of WPMs, CAMs, NAS management and Air Force leadership on Project Controls tools and processes including schedule development and maintenance, cost control and earned value management.
  • Subject matter expert responsible for implementing cost and scheduling best practices. 
  • Responsible for ensuring the schedule is current and representative.  The schedule is used as the primary means to communicate the execution plan including labor, material, and laboratory requirements. This will include both current contract year scope and strategic plans for multi-year projects.
  • Provide training of Project Controls programs, policies, and procedures including estimating, schedule development and maintenance and earned value management.
  • Plans Project Controls staffing needs.
  • Interviews candidates for employment and makes recommendations for employment decisions.
  • Coordinate and support branch manager, CAMs, and WPMs in the development of project estimates; monitoring of project cost performance, funding availability and EVM related reporting. 
  • Coordinate and support development of the annual workload proposal and subsequent revisions..
  • Actively communicate with management and the Air Force cost and schedule performance and financial position.
  • Support the use of common work processes and procedures within assigned function across the TOS contract.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualification:
  • Bachelor’s degree from accredited university and 12 years of progressive and relevant experience or any equivalent combination of education and progressive and relevant experience.
  • Minimum of 2 years’ experience on a project with a certified EVMS.
  • Strong communication skills and confidence in reporting cost and schedule performance and financial position to both management and the client.
  • Experience in performing, monitoring, and reviewing cost and schedule functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
  • Demonstrated ability to plan, organize, direct, perform, review, and present financial and cost performance products.
  • Working knowledge and proficiency in the interface with project management systems.
  • Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion.
  • Ability to anticipate change and to adjust promptly and effectively.
