National Aerospace Solutions (NAS), LLC is the team selected by the U.S. Air Force (USAF) to conduct Test and Operations Sustainment activities at the Arnold Engineering Development Complex, Arnold Air Force Base, in Tullahoma, Tennessee. Job Duties:
  • Manage a team of approximately 30 employees to include development, training and career development.
  • Development and implementation of processes and procedures for NAS Project Controls.
  • Responsible for cost engineering, cost estimating, cost analysis/control, and planning/scheduling activities, or for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience.
  • Directs cost estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.
  • Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities.
  • Provides generally non-routine cost engineering/planning and scheduling guidance.
  • Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems. Key areas of focus will be the implementation of an Earned Value Management System and the development of a Resource Loaded Integrated Master Schedule.
  • Subject matter expert responsible for implementing cost and scheduling best practices. 
  • Responsible for ensuring the schedule is current and representative.  The schedule is used as the primary means to communicate the execution plan including labor, material, and laboratory requirements. This will include both current fiscal year scope and strategic plans for multi-year projects.
  • Provide training of Project Controls programs, policies, and procedures including estimating, schedule development and maintenance and earned value management.
  • Plans Project Controls staffing needs.
  • Interviews candidates and makes employment decisions.
  • Manage development of the annual workload proposal and subsequent revisions.
  • Actively communicate with management and the Air Force cost and schedule performance and financial position.
  • Reviews and approves Bechtel Earned Revenue Determination Data and Project Financial Status Reports.
  • Directs project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
  • Support the use of common work processes and procedures within assigned function across the TOS contract.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.


Basic Qualification:
  • Bachelor’s degree from accredited university and 13 years of progressive and relevant experience or any equivalent combination of education and progressive and relevant experience.
  • Skilled in direction, personnel administration, and training of technical and nontechnical personnel.
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
  • Minimum of 2 years’ experience on a project with a certified EVMS is preferred.
  • Strong communication skills and confidence in reporting cost and schedule performance and financial position to both management and the client.
  • Strong leadership skills and the ability to effectively lead as the champion of change to improve planning and scheduling. Strong internal team and customer interface skills are required to bring about improvements in the Integrated Scheduling System being deployed at NAS in support of test operations.
  • Experience in performing, monitoring, and reviewing cost and schedule functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
  • Demonstrated ability to plan, organize, direct, perform, review, and present financial and cost performance products.
  • Working knowledge and proficiency in the interface with project management systems.
  • Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion.
  • Ability to anticipate change and to adjust promptly and effectively.
  • Experience with parent company financial performance reporting is preferred.
