Job Duties:
  • Primary duties and responsibilities will be at the National Full Scale Aerodynamic Complex (NFAC) at Moffett Field, California.
  • Perform duties in the purchasing/subcontracts, including bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation and award of more complex purchase orders (including engineering material/equipment) and other purchasing/subcontracts platforms, such as blanket order and basic ordering agreements.
  • Require review of technical requirements prepared by Engineering and other functional groups.
  • Perform administration of purchase orders/subcontracts, such as expediting (submittal, fabrication, & delivery), key labor requirements (service contract act) and resolution of invoices and non-conformances.
  • Review, analyze, and negotiates terms and conditions and price, and must have an understanding of best business practices and the Federal Acquisitions Regulations.
  • Assist with developing and monitoring purchasing master pro-forma documents.
  • Participate in the planning, work hour calculations and budgeting as it relates to project purchasing/subcontracts activities.
  • Facilitate acquisition activities with AEDC-Tullahoma as required.
  • Maintain working relationships with project purchasing personnel and project discipline personnel in order to perform assigned duties.
  • Maintain working relationships with those bidders and suppliers/subcontractors involved with the performance of assigned tasks.
  • Review and develop other commercial and technical data prepared by Engineering, Maintenance, Operations and other procurement functional groups.
  • Prepare, maintain and monitor project bidder’s lists, ensuring input is received from all acquisitions functions and other operational groups.
  • Form, issue, administer, and closeout purchase orders/subcontracts (including blanket orders).
  • Communicate with suppliers/subcontractors to achieve required service, meet project needs, and resolution of discrepancies.
  • Communicate with project personnel to assist and/or guide them in the preparation of requisitions, and communicates with finance in processing invoice approvals, and suppliers/subcontractors to resolve discrepancies.
  • Direct negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor.
  • Monitor requirements associated with Service Contract Act, Davis Bacon Act, and Risk and Liability.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.
 
Basic Qualifications:
  • Bachelor’s degree from an accredited university in Business Management or related discipline, plus 8 years of purchasing/subcontracts and/or related experience. In lieu of a degree, 12 years of purchasing / subcontracts and/or related experience.
  • Proficiency and experience in the formation and administration of purchase orders / subcontracts.
  • Proficiency in all phases of purchasing/subcontracts including knowledge of and skill in communicating effectively with suppliers / subcontractors, bidder prequalification, preparation of bidders lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
  • Proficiency in the administration of commitments, monitoring supplier performance, back charge procedures, associated labor laws, and the resolution of claims and disputes.
  • Skilled in working with, and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Construction, Project Management and other services.
  • Solid knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
  • Solid understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
  • NCMA certified is preferred.
